No. Outlook Express is essentially obsolete.

Windows 7 comes with no e-mail client nor newsreader, but there are
many choices available for downloading or purchase. Some of the
choices just do e-mail (for example, Outlook, which I use for e-mail),
some just do news reading, and some do both. You are free to use
whichever ones you like best.
 
See my reply. WLMail does both and it is as close to OE as you're going to
get

I use Microsoft Outlook for e-mail and Forte Agent for a newsreader.

Although Agent also does e-mail I don't use it for that. I'm well
aware that many people want a single program to do both, but that
point of view makes no sense to me. I want what I consider to be the
best choice for each function, and there's no advantage to having a
single program that does both.

But if you want such a choice and don't like Agent, do a search to
find what you want.
