Where is my send/receive button in Outlook?

So I looked at the instructions for another person who was also missing their
Send/Recieve button. I clicked on "Tools", "Customize", "Commands", then
"Tools", but my send/receive option is not there. I already tried to repair
the software I even uninstalled and reinstalled Office 2003 Student edition
but can't find. What can I do.
