Then you are experiencing the effects of Group Policies that were applied
when still windows 2000 and that are still being applied.
And you could very well find other things not being what you expected them
to be.
Now the question is, is this upgraded system still going to be part of the
(evidently) domain environment it was part of before, or is this system
going to be 'stand-alone'?
If it is stand alone then you can try the following (painstaking) exercise.
(Off the top of my hat)
start --> run --> gpedit.msc
Now go and look at all the setting under computer and user, notably the
settings undeneath Administrative Templates.
All setting that are listed as Enabled should be Disabled and all settings
listed as Disabled should be set to Enabled.
(So you're basically reverting everything.)
Once you've done that you should reboot your system and see the results.
For future situations (and to avoid confusion) you could now go through
those settings a second time and set everything to Not configured.
