Where do I report a bug?

I have a small but irritating bug that I would like to report.
I have posted the problem here but I got no replies
The problem is:

I have a none critical error which is not a problem as such, but it would be
nice to know why this is happening.
On some folders (not all the folders) if I set the contents to be shown as
an icon (small, medium or large size) the name of the file is not shown.
I have taken a screenshot of what I am talking about:

If I set the contents view to tile I can see the file names?

This is happening on some of the folders, but not all???

Any help, info or advice would be gratefully accepted.

Set the template for that folder to Pictures and Video. Do that by right
click the folder | Properties | Customize. In the What kind of folder do
you want use the drop down arrow and select Pictures and Videos. Ok out.
Make sure the view is set to one of the icon views, then in the Details pane
of explorer right click a blank area, choose View, and untic Hide file
names. After they are displayed you can go back through folder properties
to change the template to whatever you want.
