Where do I allow a modem to interact with desktop?

I have a 2 modem modem pool that was set up by another. Recently I had a
power surge and my modems needed to be replaced. I found the place to allow
the modem to interact with the desktop once, but I have forgotten where it
is. Now my modem will connect but when it starts to verify user name and
password, I get the message "Failed to connect" I have searched microsoft's
website and was unable to find anything about it. If anyone can help me I
would sure appreciate it.

Who's modem (pool) software are you using?

Do you have the docs on that?

Is this a service? If so there is a service setting
(Google) for allowing services to interact with the
desktop -- which generally means you have some
funky software.

Good software would have a separate app for that,
the configuation/warning/etc application would run
for the user and communicate with the service
using the correct system calls.
