where did my subfolders go?

I am trying to organize my Mail so I've been putting messages from my inbox
into folders that I've created under my inbox, but now Mail won't let me move
them. I get an error message that says "selected message cannot be moved"
and when I do "control" + "shift" + "E" to create a new folder the only
folder that shows up is the local folder, which is strange because I have 20
folders.
 
Close WinMail and run the compact database function of my Windows Mail
Utility (www.oehelp.com/WMUtil/) if that doesn't help, then try the repair
function.

Also the subfolders are only displayed if the (+) button next to the parent
folder is clicked in the folder list.
