where can I set up a cookbook for scanned recipes

Really, any place you wish. As to what program to use, that will depend on
how complex you want to make it. A simple text document may suffice or it
may take a data base for sorting, etc.

scanned documents might not be able to edit these.
try wordpad or works word or office word.
use edit - paste

You would need to use an OCR program, if you wish to save as text rather
than an image file.

The newer version of word have ocr built in.
