where can I make changes in either the registry or policy

I have removed the folder options for all users in our
domain to prevent users from viewing hidden files(except
for IT) through policy, but the users who already have
their option set to view hidden files are still able to
see hidden files. Where in either policy or the registry
can I make these changes to all users. Thanks in advance
