Where can I download Access Developer ?

It is NOT available for download (unless you pay for the Universal MSDN
subscription which is around US$3,000.00 p.a.).

If you are talking about A2K0 or A2K2, it is known as Microsoft Office /
Access Developer Edition. If A2003, it is known as Access 2003 Developer
Extensions which (I believe) is part of the Microsoft Office Visual Studio.
