where are the true experts helping me repair windows installer?

Posted this before but no input received. I seem to have a corrupted/damaged
windows installer. Cannot install e.g. MS-Office or Norton AV, but other
software like Partition Magic does install. Also had no trouble downloading
and installing Windows Updates.
Here's what I found in the application event log:
Event-ID: 1015
Source: MsiInstaller
Error: 0x80040145
Failed to connect to server

PLEASE help. Thanks

There may be something for you at Kelly's link, below. Click on "I" and
scroll down to the extensive "installer" section.
 
Go to MS download section and retrieve the newer MSI program
