Where are the preference controls?

I can't seem to find the "preferences" control in Microsoft Frontpage 2000?
I just want to set format settings so that they will be my default settings.
 
FP2000 doesn't have that option, however under Tools you have access to:

Customize the Menus
General Options
Page Options:
