Windows 2000 hides Outlook files -- you'll need to search in hidden and
system folders to find them. The following article gives you an idea of
where each file might be on your system:

Can't help you with the OE files question; this newsgroup supports
Outlook (and I don't know enough about OE file structure to answer).
