Okay here's my question,

When would be the best time to buy Windows Vista Home Basic Upgrade. I've
heard not to buy it because it has bugs and let Microsoft fix them before I
buy it.
Then also I've heard that there are no bugs in it and I should buy it. What
should I do?

When you need something that is in it.

The release version, like any release version of any product, has bugs, but
they are minor for the majority of users. Generally things that are
incompatible are thought of as bugs when in fact they are due to the
software vendor not updating their programs (in particular, this includes
device drivers). The release version won't change until a service pack is
brought into the fold, any fixes would be on the update site until then.

The important step is checking that your hardware is capable and is either
natively supported or has current drivers from the manufacturer, and that
the programs you want to use are compatible.

If you plan to buy Vista pre-installed on a new computer, go for it.

If you plan to upgrade what you have, do your homework - very thoroughly.
You are responsible for getting everything to work. This has not changed at
all over the years. It occurs whenever new operating systems are introduced.

So, if you have an old computer, do what you must.

Advisor again and see which hardware devices might have problems and go to
their websites.

Don't just trust the upgrade advisor. Really do your homework. Go to the
message boards for the various companies and see what kind of problems are
running into with xyz hardware or abc software. That way you won't be
surprised.

The upgrade advisor is just that, an advisor - not a judge/jury that is
infallible (oops - they aren't infallible either).

My advice: wait for at least SP1. MS has seldom if ever produced a usable
system on the first try. win98 - sp2, for example was the first usable
one. Ask yourself what is in vista that you 'need'.
 
A lot of users will wait until the first Service Pack is released. MS is
working on it now, release date unknown
 
Never buy Home Basic Upgrade. Never buy Home Basic anything. Shortly after
you do buy Home Basic, you'll be back here asking why feature x or feature y
don't work. And the answer will be that those features are only available
in Home Premium or in Ultimate.

You're better off to buy Home Premium costs a little more but you get so much
more with it.
 
Buy it after you've done due diligence on your existing HW and SW in terms
of Vista compatiblity. If you're lazy and don't care to investigate prior to
upgrading to Vista, then my recommendation, fwiw, is... don't.
