A couple of weeks ago, I have installed KB824146 hotfix on
all computers; some have SP2 and SP3. Now I have
installed SP4 on all computers and was advised to
reinstall the KB824146 hotfix. The file versions on the
computers and the files in the hotfix match (not
overwritten with SP4.) Should the hotfix be reinstalled
anyways?

all service packs are supposed to contain all previous hotfixes
so you should be OK assuming the hotfix you refer to was prior
to SP4 if was released after SP4 then you will need to reservice
pack it.

Hi

You do not need to reinstall it...

Hi

This hotfix was released after the release of SP4, but it is not necessary to
reinstall it even if you have installed SP4 on top of it...
