When To Defrag

I used to have an application (for W98) which ive long since lost and cant
remember the name, but found it useful.It basically showed you how
fragmented your drive was and suggested when to defrag .It had a little
square icon ,split into four colours that used to rotate when working if i
remember correctly.Anyone know what im on about and where to get it again?

I think it is called crackup, from PCmag, which later one only allow
download with paid subscription.
