When sending fax, i got an error "call blacklisted"

When sending a fax (from belgium), i got an error "call blacklisted".
The faxnumber starts with +33134748 ....

Is this some kind of emergency number in the usa?
Wich numers are there anyway in this "blacklist", and is there any way to
adapt this list?

Modems regard some numbers as black-listed when attempt to send fax to that
number failed so many times that modems thinks there is no point in trying
it out any more. If you have an internal modem, re-start of the machine will
reset the modem and if you have an external modem switching it off & on will
reset the modem.

Blacklisting is 'modem' specific. Modems blacklist a number based on some
heuristics. Uninstalling and installing the modem drivers should purge the
list of all numbers.
