When I Try to Start the Active Directory Users and
Computers Display a window Preparing to install, the same
for Active Directory Domains and Truts.

Not a real answer but if this happened to me, I would first check the
Service Pack level and then probably install AdminPak.MSI (system32
directory of any DC) from that same service pack level.

AdminPak has the AD and other server admin tools so it might fix
the problem if it is just a DLL/msc issue.
 
I have seen this many times, with many products. It's actually a feature of
using MSI files. They are self healing. There must be a file missing. OR I
suspect you installed it as admin and then at some point logged on as
yourself and ran it. What I ALWAYS do to get around these problems (Office
is notorious for doing this) is log on as a user that I have given admin
rights to. Install all my apps. MOVE all shortcuts from that users profile
to the all users profile. Make all my tweaks, and configurations, then I
copy that users profile to the default users profile.
