When doing a "Reply" in Outlook 2002, defaults to the received account

I read KB article:

but am disappointed.

When i "reply" to a received e-mail, Outlook uses the
account i received from to send. I understand the logic
of having the reply message based on account settings, but
most ISP's do not allow relaying, and thus it is the
account where you are PHYSICALLY at (ie office or home)
which is important. I have to remember to use the "Send
From" drop down on every reply e-mail. In addition, if an
e-mail came in text vs. HTML, outlook defaults in
the "Reply" to how it was received. Can this be changed
as well? Outlook is the standard for e-mail, but things
like this cause huge performance problems.....
 
The sending account has to be changed manually for replies and forwards. As
for the reply format, if you have the sender in your contact list, you can
open the contact record, double-click the e-mail address, and choose the
sending format for that user, but HTML is not on the list -- only Plain Text
and Rich Text (and the Rich Text formatting is proprietary to Outlook so
other e-mail programs won't be able to process it properly).
