When clicking on "Control Panel" Explorer stops working

When trying to open "Control Panel" either from the Desktop or the Welcome
Centre Exlprer stops working, then starts up gain, screen goes clear, and all
icons re-appear again on desk top. but Control Panel does not open.

Also Side Bar has disappeared and I cannot open it.

Also the icon at bottom left on the task bar indicating the folders which
are open, and which displayes them when clicked, has also vanished.
 
To restart sidebar, click start, and in the search window type "sidebar"
(without the quote marks), and hit enter.

To keep sidebar active, go to Control Panel, select Classic View. Near the
bottom of the list you will see "Sidebar" - select that, and click on
"startup on Windows startup" or something like that. That will take care of
the sidebar issue.

The screen in VISTA will often blink momentarily when it's doing something
major, and come back. It often, but not always, also asks, at that time, for
permission to proceed with the task, just in case it's something you really
didn't want to do.

Oh, you can't get Control Panel open at all? Try going to Computer. You
should see a list of "folders" on the left. Click on Control Panel from
there. Perhaps going about it indirectly will work.

I don't know what to say about missing icons.
