What's wrong with my processor

The cooling fan atop the processor is probably dirty
and needs cleaning with compressed air.

I installed a new graphics card and the fan runs full time now.
Just a bit of background noise.

Haven't heard of processors humming, but if your board
has Asus Q'fan that speeds up the fan as the processor temp
rises, you can hear the fan speed up, as also does the chassis fan,
and if it's an Antec PSU it too will speed up it's fans with
temperature.
Under no load conditions no humming, silent PC, fans running at
about 800-900rpm.
100 percent CPU and they start to speed up, to 1000rpm plus.
So which of your fans is it?

your processor or processor area like the fan, cuz the processor it self
shouldn't make any noise, unless really old, in which case it's telling you
it wants retirement NOW, if so, then shop for a new pc, but i don't think
it's your processor otherwise you wouldn't be running vista lol ha ha ha ha
