The "government" is not in the business of dispensing antivirus programs.

What is the source of this story?

I have not heard of it, perhaps it is something misunderstood?

OK off-topic: How many letters have you gotten from a "Nigerian citizen"

I think you will find that this is refering to Ken Livingstone (Mayor of
London) buying a batch of ASIAN BIRD FLU ANTIVIRUS that will be dispensed
free to KEY workers in London should there be an outbreak !!!!!!!!!!!!!!
