What's the largest file size I can receive or send?

I am unable to receive files of around 3m. How small does it have to be for
Outlook to accept it?
Are there any options (that I can't find) that manage this metric?

Outlook? I don't know, 2GB maybe?
Reason for attachments are limits from the ISP or eMail service,
some mistakes in the virus-scanner (Try if it works if you disable it
temporary), or some admin restriction when you use outlook with
exchange inside a company, but this are not a Outlook restrictions.

There are no limits for Outlook that I am aware of. The limit will be set on the server you are retrieving your mail
from. You need to contact whoever is responsible for your mail server to get that information.

Almost certainly, this has nothing to do with Outlook, but is a
limitation set by your ISP.
