What's the best way to transfer Outlook info between computers?

What is the best way to transfer the settings and data for Outlook between
computers? Also, I would like to make the default PST file one that's in My
Documents rather than in the Application Data folder. So, I guess I have two
issues. What are the best solutions for both? I've tried a few different
methods for transferring, but I'm not completely happy with them. I tend to
lose my e-mail accounts, rules, categories, etc.

So, click File>Open>Outlook Data File, browse to that PST, select it, and
click OK. Now click Tools>E-mail Accounts>Next. At the bottom left,.
select that PST from the "Delivery new e-mail to the following location"
drop-down.

Your accounts can be transferred with the Office Save My Settings Wizard or
with Windows' FIle and Settings Transfer Wizard. The rest are all in your
PST.
