What's the best version of IE for 98SE or WinME?

I friend got a computer with 98SE (may upgrade to WinME). What is the
optimal version of Internet Explorer to have installed on a 98SE system or a
WinME? I have not seen the hardware specs yet but assume that they are in
line with what was available in 1998-1999.

What do you recommend, and is (are) the version(s) downloadable, and do you
have a link?
