What's "recycler"?

Hi! to you all.

I have recently noticed on both partitions of my boot (C & D) drives a
recycler folder which contains two and three hidden files, the tick
box for hidden files is grayed.

The two partitions do not have a regular recycle bin.

Could someone shed some light on where they came from and how do I get
the good old fashoned recycle bins back.
