whats needed for burning

Depends a bit on what your trying to burn.

As an example winXP can burn CD (data) without anything. Most backup
programs today includes the capability to burn.

There are a bundle of programs out their for burning CD and DVD.

A couple of commercial applications would be NERO or Roxio CD&DVD Creator
