So that you can get the widest possible audience for your inquiries.
If Microsoft limited access to the Discussion Groups to only users of the
MSDG web interface, your inquiries would not be seen by the many
knowledgable people who choose not to use the MSDG web interface (because
it's terrible!).
By forwarding MSDG postings to a server that can be accessed by the standard
"Usenet" (aka "newsgroup") network protocols, your MSDG postings can be seen
by knowledgable people who use Google Groups, other private forums (e.g.
Codecage), and anyone who can access the server, msnews.microsoft.com using
other newsreaders such as Outlook Express and Windows Mail.

What difference does it make to you?
You are not obligated to register with those other forums. And usually,
when things are working correctly, those forums are bidirectional. That is,
your posting are seen on their servers, and their postings are seen on the
MSDG server.
But the operative words are "when things are working correctly".
Unfortunately, sometimes they do not. But more often than not, the culprit
is the MSDG server that you use.
