What was the Photo software that ...?

I hate to bother the group but i need some help.
What was the Photo freeware program that John Cortis (name may be
mis-spelled) translated & then wrote the it's help file (& a tutorial on
it's use, too)?
This program has a French author. This freeware program has been
discussed here, extensively, about 6 to 8 months ago. Since it's first
posted here, it has had several version # updates .

Dang! i wish i had a better recall memory. I've lost my all my
"Favorites" & am trying to rebuild after a OS melt-down.

Hope someone can help! :-)

BTW - Need the home website & download url, please.
