What video editor program allows the Audio track to be independently manipulated?

I'm using Windows Movie Maker version 5.1 on a new Dell WinXP Media
Center, 3.4 GHz, 2 GB RAM system, with a TV tuner card and a sound
card, an SB Audigy 2ZS Audio (D8CO).

What video editing program allows the audio track (after inputting
from a VCR tape) to be stripped off, independently manipulated
(cleaned up using a different software program, such as Cool Edit Pro
or Audition), and then laid back onto the video, time-shifting a
split-second forward/backward as necessary?

Am looking for the best such video editing program, but hopefully for
$300 or less. However, I really need this capability so am willing to
pay more if necessary.

If cleaning up the audio is the only thing you really want, you can
spend most of your money in the audio program. You can use MovieMaker
to capture the video, and most modern audio editing programs can
handle AVI-files, so you load the AVI-file into the audio-program,
edit your sound, and save the AVI-file again.
You can do this with Audition ($300), which can load the AVI-file and
then you can edit the original audio, and also add new tracks to it
with music or whatever, and save it back to AVI.
A very good program for this would actually be Sony Vegas 6, but
that's $450 (price on their website), which can do multiple tracks.
Sony Soundforge ($300) can edit, but only single track.

My solution, others will follow from others :)

Take a look at ULead Media Studio Pro - I've been very satisfied with it.
The package also contains an audio editor along with other tools

You might check out Movie Edit Pro 10 at www.magix.com It
has a very full Audio editing package, even can use VTS plugins.
It also lets you create "Surround Sound" "Pro Logic" audio.

OOPs, that's VST, not VTS.
 
Assuming after capturing the file ex VCR it is a standard mpeg file you
could use a free program called ProjectX to Demux the mpeg into 2 separate
tracks, one video and the other audio. You would then use a program like
Cooledit pro to process the sound, making sure you don't truncate the file
etc. Then you import both the processed sound and video into a suitable
editing program.
Vegas is a great program and I would recommend it but there are cheaper ways
to do it if you look around the forums etc
