What state is this? Can ping but that's it.

One of my computers has been acting up lately. Sometimes, when I turn on
the computer, there is no video signal. The monitor shows a message
saying it's working fine and asks me to check the cable. However, I can
ping that computer from another computer. But that's it. Windows doesn't
seem to be working because I cannot see that computer in the My Network
Places.

It looks to me the computer is stuck in a weird state, before booting
into Windows. Anyone has similar experience?

Open the machine and see if the video card is seated properly,
you may want to unplug it and replug.

If it has a cooling fan be sure it's working.

If that does not help,
try reinstalling or updating your video drivers

Have you tried entering the BIOS before Windows starts?
If so, does the montor work?
Have you checked that the video card is corrected seated?

It seems to me that your problem is either the video card or the monitor.
Being able to ping the miscreant system should mean that Windows has
completed boot up.
