What qualifies as a Hotspot?

Wondering if I can use a new toy as a Hotspot (a wireless internet
receiver). It's this device for receiving WiFi signals.

Alpha UBDo-gt
It's a waterproof version of their long-range USB indoor adapters.

I suppose whether it will work as a Hotspot depends on the ISP
providing wireless data service? And it would require codes to set up
the receiver?

My main question is whether I should bother dealing with the droids,
trying to set up this thing, if and when I get wireless Internet
service.

I would like to use that high-powered receiver at home to enhance the
reception, if it does that. Apparently it is highly sensitive, it
picks up 10 times more WiFi signals than my iPhone.
I probably need a portable device/hotspot too, to enable wireless
data on my out-of-contract iPhone.

I don't understand why some of those Mobile Hotspots sell for $300
when you can buy the above mentioned product for $35.

I have no idea. Is a hotspot a repeater? It just amplifies the base
receiver WiFi signal and allows it greater reach? Is it wireless or
wired?

It is a powerful wifi receiver. The Clear guy said their hotspot has
to do with their assigned frequency range. I suspect that requires a
certain circuit or circuit tuning.
 
A hotspot turns a wireless Internet signal from/to a wireless Internet
tower into a Wi-Fi signal for local use. Instead of connecting to a Wi-
Fi location, it connects directly to a tower owned by a company like
Sprint. Simultaneously, it acts as a Wi-Fi base station. Local devices
that are Wi-Fi enabled can connect to a hotspot. It's like having a
portable Starbucks, without the coffee.
