I have a Windows 2003 enviroment and I am new to GPO and I wondering do I
need to have DFS running in order to have GPO working?

Well, actually you do need it running because SYSVOL is a DFS share and
SYSVOL is needed by GP.

Just to clarify the "DFS service" needs to be enabled and set to automatic
on domain controllers. It is a core service on domain controllers. ---

FRS Needs to be enabled running and set to automatic. It ensures the sysvol
is replicated to all the domain controllers in a domain

DFS is not required on Domain Controllers

Connections to the sysvol share, over the wire, are handles like DFS
referrals however the server side DFS service is not responsible for this.

Disabling DFS on client machines will break navigation to the sysvol share
on a domain controller.
