What is XP doing in BootOptimizeFunction?

I'm not sure what else to call it, so I'm calling it by its registry key
name. It's what happens when you leave your computer idle for a while; the
hard disk is kept pretty busy. I'm wondering:

1. What precisely is it doing? I am aware only of what's mentioned at
http://support.microsoft.com/?kbid=313300.

2. I understand that the only two ways to toggle it on/off is via regedit
or tweakui. Is there a way to tweak the time interval before it starts, or
is it associated with the screen saver time? The power management times?
(What if you disable them altogether?)
