What is wrong here, Please help - 'Initializing offline cache" when creating ASP.net Web Application

I have not been able to create a ASP.net Web Application from the
Microsoft Development Environment 2002 Version 7.0.9466.
The IDE hangs with "Initializing offline cache" showing in the status
line. After about 30 minutes, the IDE aborts with a memory fault.

I've never seen this specific error before, but have you tried closing down
VS .NET, clearing the cache (defaults to \Documents and
Settings\UserName\VSWebCache), re-opening VS .NET and creating a new ASP.NET
project?

Is IIS running as it should on the target machine?

I have just cleared the cache (deleting all the folders (yes it created
the folders). I also delete the virtual directories (they were also
created).

No Change, it is hanging with "Initializing offline cache" in the status
line of VS.NET
Is IIS running as it should on the target machine?

IIS is running OK

I have started completelly fresh (formating, reinstalling Windows 2000,
etc.), no help.
