What is this file

This file:
s-1-5-21-4013576155-3147245271-2688559235-1005.rrr
is located in my Documents and settings\$user folder
it is 4188kb there is also a log file with same name with a log ext but 0
bytes.
Can the file be deleted?

Still there?
Delete.
Won't let you?
Reboot in safe mode.
Delete.
Reboot in normal mode.
