I have a little Epson C40UX that I got for free when
I bought a Sony computer. I am completely satisfied
with its performance, perhaps because it is not often
that I use it.

But, back to the cartridges.

Is there some sort of monitoring facility build in?

How can it determine if a new cartridge has been
inserted?

If it just measures the amount of ink used, how does it
keep track if the printer loses power?

I believe epson cartridges have a small chip that tracks ink usage. The
chip has eeprom which allows it to store data without power.

Canon on the otherhand does not have a chip in their ink tanks, but uses an
optical system to read the ink. The ink status is read prior to every
printout and is displayed in the driver details.

I think they have some sort of ID on them too.

On the higer end printers though. The lower end ones work purely in
ink droplet count, and store that on the EEPROM in the printer.

To see the status of the ink in the cartridges, go to Run, Printers and
Fax's, Rt Click on the printer icon and select Printing Preferences and then
from the window select Maintenance and then Status Monitor.
