I have noticed this file and wondered what it is for?

It contains lumps of your profile (registry and other settings etc)
It should live in the root of your Profile folder

It stores the settings for your user (you) in Windows, like color scheme
etc.

Its one of the folders under C Drive - Documents and Settings - Lynn the
file is 3072KB. I have noticed there is one in All Users as well but that is
a much smaller file 256KB

Essentially, that's the portion of the registry that gets loaded
into memory when you log in. It contains information that identifies
your unique configuration settings, profile folders, preferences, etc.
There will be such a file for each user account.

Yes - all perfectly normal.
One is your profile registry bits and the other is for All Users.
