What is the last/latest RC that is available for download?

I am able to download this file:

Is there a version after this that is available for download?

Correct. Then it is RTM if you have TechNet, MSDN or happen to be on the
technical beta test team.

I looked on MS website and Im not finding the link to download. I guess I am
a day late and a dollar short on this download?

If you are talking about downloading as part of the CPP, then I believe
those downloads are no longer available. Technet and MSDN subscribers now
have access to the final version of Vista.
 
I have also heard a public trial version will be available 12/01 but I have
not seen an official MS release on this. Just a newsgroup rumor.
