Can anyone tell what is the oldest I.E. browser version that is still
supported on Windows2000 Professional? How about on WIndows XP SP1?

It doesn't look like the OP wants to know which latest version of IE is
supported but rather the earliest version. Didn't Windows 2000 come
with IE5?

OP asked about /supported/ versions in Win2K. I would think that IE5.01 SP4
(available only via Win2K SP4) is the earliest version still supported in
Win2K. The initial release of Win2K came with IE5.01 (5.00.2195):

If your talking about *supported* versions, only IE6 still qualifies. IE
5.x will probably run okay unless you run into one of the problems that
wasn't fixed until 6.0.

I've always wondered why no win2k disks or updates comes with IE6.

My old win98 partition has IE6, but all my win2k installations are
IE5.

Don't care, works fine except for the "no active x pop up" that's
increasing daily.

If I recall correctly, IE6 didn't exist when Win2K was released. The IE6
on your Win98 partition must have been an upgrade.
