what is the difference between the DVD location and the DVD region

i'm trying to get my DVD player to play store bought Dvd's but it will only
play dvd that are burned to disk...can someone help me?

"DVD player"??
Do you mean DVD-rom drive?
Or do you mean media player?

"dvd that are burned to disk"?
Do you mean you can copy encrypted DVD's to disk (DVD shrink?)
and then play them?
Or do you mean you can playback mpegs that are stored on disk?

Your header implies a region code problem? Are you receiving
specific error messages?

What exactly do you mean?
 
What is the actual error message that appears when you try to play a store
purchased retail DVD?
