what is the critical different between sp3 and sp4

I have a windows Server with sp3, when i want to install
symantec anti-virus enterprise version, they need sp4, but
i do not want sp4, what the critical fix Microsoft made in
SP4? thank

Hi Andy

SP4 contains a number of critical fixes, all of which can be as well
installed without having SP4, as, currently, Win2000 SP3 and SP4 is
