What is the best way to have animated background that allow text overlay.

What is the best way to have animated background( programs, file format, file type) that allows text overlay with great resolution. I'm using this for church and I would like to have a background picture that animates like clouds moving in the background.

You could use an animated GIF file, but file size can become quite big, if
you fill the whole screen. Or use Flash (SWF file) for a rectangle on one
side of the slide (not as a background, flash and video will always play on
top).

BUT: Consider, that a animated background reduces readability enourmously!
Use large animations for title slides with not much text. Prefer no or only
marginal animation for "normal" slides with much text.

Let us not be so pessimistic. My church uses animated backgrounds on its
giant slides that it shows in its 3,500-seat auditorium. It certainly can be
done.

I didn't want to sound too pessimistic. It certainly CAN be done. Do you
know, how THEY do it? Would be interesting.

If its a 3,500 seater, probably done with dual source into vision mixer
chroma keying the powerpoint background.
