What is the best For design the Forms

Define "best".

If you use too high a resolution, your users with lower resolution will not
be able to see the entire form.

If you use the lower resolution, your users with higher resolution will have
"empty" space below and to the right.

Which group do you think will be less pleased?

If there is no standard at your company for screen resolution, you'll have
to go with 800 x 600.
The forms will fit and can be used on both screens but they won't look
pretty on the large screen like the way you desgined them.
 
There are a number of form resizing functions out there. Here's a link to one
