What is that Software manager?

Hi All,

Windows Vista Ultimate 64 bits.

What is that Software manager? That was installed after I did several
windows updates?
I clicked on the Setting button in that software and nothing happens or in
any other
button avaialble there.

How can I get rid of it?

I don't have an HP computer. I got it since the last Windows update.
