What is sending email?

When you send an email, you have the option to get an email
receipt sent to you when the receiver has read the
message. When you open an email and the sender wanted a
receipt sent to them, your Outlook will automatically send
one without asking you(if that is how you have your
options set up), so all you see if that Norton is checking
that message for viruses. A copy of that receipt does not
get saved in your sent items folder. If you want to change
your options so that it asks you before it sends a
receipt, go into "Tools, Options, Email Options, Tracking
Options" and check the boxes that you want. Hope this
makes sense.

Already have a checkmark by 'Ask me before sending a response.'
I presume (correctly?) this eliminates Read Receipts as the culprit?
