what is Qos pocket scheduler protocol?

i try to remove it from ADSL DialUp, and i do not see any change
 
It allows applications to take advantage of the Quality
of Service protocol, if they choose. Not many desktop
applications use it. If nobody uses it, it is just like
it isn't there.

Removing it will not have any effect, unless applications
are using it, in which case they may fail to work
properly.

QoS Packet Scheduler shouldn't have any effect on your ADSL
connection. QoS (Quality of Service) allows specially written
programs to assign a priority value to transmitted packets to ensure
that the packets will be delivered in a certain manner.

QoS also consumes 20% bandwidth!! and unfortunately for me there is no way
to remove it from winxp home edition :-(
