What is 'PC Health Upload Manager' for?

For the last coupla days my firewall has reported the following
message:

"'PC Health Upload Manager' from your computer wants to connect to
feedback.windows.com [207.46.196.61], port 80"

I've allowed it to connect but can't find out what 'PC Health Upload
Manager' is - I've downloaded a number of freeware programs recently
and wonder if there's any connection, can anyone help please?

Possibly! PC Health silently monitors the condition of
your PC and its peripherals. It will warn you of
possible problems with error messages (don't you just
love them!). You can turn it off in Task Manager, but I
wouldn't recommend it.

I haven't been getting any messages - just notifications from my
firewall.

I've downloaded/installed a number of programs recently & I'm
wondering if one of these might be causing some problems.
