What is optimal recommended recording speed for less
errors to write data to CD-R? (I need exact copy the
program on a disk) I have no recording software, just
default Windows XP driver.(I have set 16x writing speed)

Windows XP Home Edition
CD-ROM Drive: LITE-ON COMBO LTC-48161H
 
I depend a great deal on the quality of the disk you have,
the cheap 10 cent CD-R disk may not write at 16x but high
quality media might write OK at higher speeds. If you had
software such as Roxio EZCD it can be set to test the CD to
check for a useable speed and then it adjusts the speed.

Try not to have any other programs running while burning, if
the CPU is over-loaded the burn will get a blank data stream
and the copy will fail. That is one reason why a slower
speed may be "better" since the burn is less likely to
encounter an empty buffer.

I use TDK silver CD-R, its good. Will the 16x writing
speed good enough for quality record?
 
Please specify this more detail. Does this mean that I can
no make exact copy(byte to byte) a CD-ROM, damn?

You must first copy all the CD to a hard drive then copy it to the CD-R/RW.

Roxio Easy CD and Nero both allow you to read and copy a CD without first
copying the entire CD to a hard drive.
