What is" off-line content stored locally"

When you go to IE TOOLS/INTERNET OPTIONS/GENERAL and click on "Delete Files"
you get an option that says, "You can also delete all your offline content
stored locally" -- what is that?

Also, when I click "Delete Cookies," I see (via Windows Explorer) that there
are bunch of .txt files that remain -- I guess I should just select and
delete?

Additionally, is it OK to delete everything in the Local Settings\Temp
folder?

If you are running Win XP, for example, usually this refers to the folder location
C:\Documents and Settings\<user-account>\Local Settings\Temporary Internet Files

Selecting "Delete files" (in the Temporary Internet files block), would delete all webpage files found in there. This would include all .htm, ..html, .jpg, .jpeg, .gif
In essence, everything except cookies.
Also, when I click "Delete Cookies," I see (via Windows Explorer)
that there are bunch of .txt files that remain -- I guess I should
just select and delete?

Totally up to you.

Generally speaking, yes. Any free-standing files there I'll remove. The other files found in sub-folders, I'll view the contents list in Windows Explorer, and delete depending upon age. (Just personal choice). Some of these folders may be created by program install routines, and if so, I usually keep.
But as a general rule, anything in Temp folder is fair game for removal.

Also, there is a file in TEMP called jusched.log, and when I open it with
Notepad, I see a bunch of text that looks like
"Jan 26 09:43:34 2005 :: nextSched=Wed Feb 23 05:00:00 2005; sleeptime in
sec=(2402186, hours=667),"

Any idea what that is -- it covers a lot of dates and times?

How to turn off it's automatic updates: From Xp's Control Panel, find & select Java Control Panel. Click on Update Tab.
Uncheck the "Check for Updates Automatically" line. Press Apply & OK.
