What is needed ?

I work in a small office and we have mostly Windows XP running in all the
computers (about 10).

We share a DSL connection using the ICS of windows XP.

However, we need to know how much traffic (data) each user is receiving,
because our dsl server bills us per Mb of traffic and we need to charge
those who use too much internet.

How can I do that ? My boss insists to install Windows 2000 and ISA server.
Is that the best option ? We don't need any network service besides ICS and
the tracking of traffic.
Any suggestions ?

Your boss is right, that's one of the solutions.

An alternative to investing would be to use perfmon (coming with XP) to
watch the network traffic. However, you may find that handling this approach
is actually more expensive when it comes to the TCO.

1. what is TCO ? Traffic "something" ?

2. How can I use the perfmon (perfomance monitor ?) to do that ? I tried and
it didn't work.

1. Total Cost of Ownership
2. In the perfmon MMC, select System Monitor, add counters, enter a computer
name on your network, in Performance object select "Network Interface" and
as counter select "Bytes total". Capture the counter and do the analysis
offline.
